how do i rip a dvd onto my computer and then be able to change the chapter length. ( it would be nice if you can tell me a free app.)

I WANT TO BE ABLE TO USE A TEN MINUTE CLIP OF A DVD I HAVE THAT, i need a program that can let me rip the dvd and then cut it into ten minute clips.

I use a program called "Hand Brake" but I believe it's only available on the Mac OSX platform.
