Currently the lunar pull and tilt keep the Earth at a perfect rotation. Well, nearly perfect. If it was at 40 degrees different ends of the earth would recieve heat from the sun. The south pole would be ridiculously cold whilst the north pole would be melted. There are a lot more glaciers in the south pole than the north pole currently. The north hemisphere's melting would rise sea level locally then shift to the southern seas to be melted eventually. It would take thousands of years for the glaciers to form in the south pole so in the mean time we'd be under water until the sea level could come back down.

The winters would be colder and the summers hotter. Since ice will accumulate in winter just as well if the temperature is a little below freezing as when it is a lot below, the real issue is how much melts in the summer. With hotter summers, more ice would melt. And over time more of the ice at the north pole, Greenland, and the South Pole would melt, causing sea levels to rise.

main difference would be that the temps of the seasons would be amplified. i.e. summer would be much hotter and winter much colder. along with that would be the melting of the 'summer polar cap' and quite possibly freezing of and ensueing enlargment the 'winter polar cap'. and i would imagine a whole mess of problems would follow.

AT THAT ANGLE THE ICE ACCUMILATIONS WOULD GREATLY INCREASE AT BOTH POLES AND ON MOUNTAIN TOPS.....THEREBY SHRINKING SEA LEVEL AND KILLING MANY PLANTS & ANIMALS FOR ALL TIME....ANOTHER ICE AGE OF SORTS......AT ONE TIME IT'S THEORIZED THAT THE POLES WERE STRAIT UP & DOWN, NO TILT WHICH EXPLAINS TROPICAL PLANT FOSSILS, AT BOTH POLES.....NO TILT--NO ICE---UNIFORM SUB-TRPOICAL TEMPERATURES....
