You don't. And they are free. The fast pass is for individual rides once you're already in the park. You walk up to a terminal, insert your annual pass or day pass and the machine gives you a slip of paper that tells you a time to come back. You come back at that time, and you don't have to stand in the standard long line, you get to stand in the shorter, faster moving (allegedly) fast pass line.

Fast passes aren't something you buy to get into Disneyland. You buy your regular admittance ticket, and with that ticket you can obtain Fast Passes for certain rides in the parks. You insert your ticket into a machine, and it will spit out another ticket that will give you a certain time you can come back and by-pass the regular line. For instance, just waiting in line at Space Mountain, you could wait anywhere from 60-80 minutes. If you fast passed it at say 9am...you're ticket may say to come back between 1pm and 2pm...then you would get in the Fast Pass line...you may still have to wait 20-30 minutes....but it's better than standing there for 1-2 hours in line!!!

they dont cost anything. each ride will have a little area that says "fast pass". you just walk up to it and scan your ticket to get one. Disney promots people using them since they keep lines reasonable.
