or Nanaimo British Columbia...or Ontario, like windsor or kingston?

Quite the broad choices there. I have actually lived in both Nanaimo and Kamloops so I will tell you mostly about those. I have been to Kingston for training and can say that it is a beautiful place and it is close to some bigger places. It is a University and Military based town.

Nanaimo I lived in when I was young and i really didn't like it. It rained all the time and it really just isn't a very exciting place. The parks near the beaches are quite nice though and living on the Island has it's perks. When I was a kid there we were always off to Victoria, Vancouver, Tafino, Shamanous, where ever. It was great that way although the ferrying is expensive and time consuming.

Kamloops was where I spent my teen years and I really did enjoy it. The weather was good and it was so beautiful there. Kamloops is like a small town but with all the amenities you really need. If you are outdoorsy there is a sunpeaks for skiing and the Shashawp lakes for summer.

The problem with these places is it isn't really worth it if you don't have a job. I left because it was hard to get work. Oh I would love to raise a family there, especially with the University now but you need to be able to support them. If you have a job you can transfer with and you have a family then I would totally recommend Kamloops.

It would help to know what your profession is, age, married and childrens age if any. Also are you from Canada?

Nanaimo on Vancouver Island is not too bad a choice, Campbell River is more out of the way. Kamloops is handy to the recreation areas of the B.C. interior, can get very hot in summer but easy drive to Vancouver and or Calgary/Edmonton. Windsor, Ontario gets alot of smoggy, muggy summer days and Kingston has a lot of lakes for summertime fun. Personally, I would recommend any of your choices with the possible exception of the Windsor area. The Southern Ontario area can be rather expensive, crime rates are higher than the other areas you mentioned, lots of work there though. Take a look at Kelowna/Penticton areas in the Okanagan Valley area of B.C. Reasonably mild winters, great skiing, beautiful lakes. Only an hour and a half drive from Kamloops.
