Dear Friend, there are many beautiful and truly enjoyable hill stations in India, of which the entire Srinagar Valley, Many parts of Himachal Pradesh, the pictureaque Shillong and Sikkim would rank high.
The state of J&K offers some wonderful tourist attractions, like, Mansar, Vaishno Devi, Patnitop, Verinag, Srinagar, Gulmarg, Khilanmarg, Pahalgam, Amarnath, Leh & Ladakh to name a few.
Similarly the state of Himachal Pradesh offers some serene tourist places, like, Kullu, Manali, Kufri, Kasauli, Chail, Shimla, Dalhousie, Chamba and Khajiar again to name a few.
This northern part of the country is really blessed with regard to natural beauty and therefore should be preferred one.
Regarding the budget and how to reach - it is necessary to know your location. Any way in order to reach J&K - you can reach Jammu by Train, Air or Rail and then proceed accordingly or take a direct flight to Srinagar.
For Himachal, there are two important places , depending upon which part you want to visit. If planning to go to Shimla and adjoining areas - can reach Chandigarh by flight, train or bus and if planning to go to Dalhousie and adjoining areas, then Pathankot in Punjab is the ideal place top start from. Regarding the costs - all hill areas are a bit costly in comparison to plain areas and should always carry more money then normally carried along.

The best is Srinagar ( Kashmir )
Other good hill stations are : Manali, Shimla ( always prefer not to stay in the cities ) Khajhar ( near Dalhouise)

I would recommend Ooty, Kodaikanal and Kumarakonam of south and Mount Abu of Rajastan,Nainital,Shimla,Kullu,Manali of north For Ooty and Kodaikanal one can catch trains from Coimbtore which is an important junction in Chennai Mangalore route.For Kumarakonam buses/taxis are available from Kottayam in Kerala.Mount Abu is accessable by train going to Jaipur .Nainital is connected by rail from Lacnow.Shimla,Kullu &Manali are connected by train from Chandiarh.
