My boss was hired a few years ago in midst of scandal at our school district. He was hired as a consultant to fix our problems - typical government solution - and did not go through typical job screening. Turns out at the time he was a consultant because he lost his job. He had been put on administrative leave and was being investigated by his former employer for embezzlement. Unfortunately for us, no one here knew of his past because all the media attention was back in his former home. I uncovered the mess after discovering over a period of time, major inconsistencies in his stories and behavior. I lived with it for more than one year without saying a word. At some point my boss caught on that I knew - which led to harassment and documented threats. I kept quiet even after I had decided to leave. I blew the whistle in media after I uncovered he had a felony arrest warrant for failing to appear to answer two counts of embezzlement and two counts special circumstances.
