It's either the switch or a relay. You can test the relay by switching it with another one in the fuse box. If that fixes the problem it's the relay. If not, it's the switch.

Unclear question.. doesn't blow air or heat.. Sounds like heat you mean. Probably needs a thermostat. Make sure you have coolant in the radiator. If you want to ghetto fix it, try putting a piece of cardboard over grill on the front of the car, but watch that heat gauge. You can adjust that cardboard like your own thermostat, so more or less air comes through the grill on the highway and hits the engine. Don't sew me.
