Well technically no, but in reality, if your connection is perfect enough and traffic in your area is low enough, you can. But it won't be by muchy.

Internet speed you pay for is determined by your area and the traffic in the area. If 20,000 people use Cox around you and you have Cox then its not gonna happen, But say you use Cox and the whole city except you stopped using internet, every now and then your speed will be higher than what its set at.

I know this cause I pay for 384 kbps DSL and sometimes I go about 400, but its very random and won't last more than a few hours.
