India not only tops the chart for being overpopulated, but it also secures first place as a nation with many negatives.
Due to over population, education cannot be provided to all.The ones that do get excellent education from the best schools, colleges, universities leave the nation or become too important to care about politics or the countries problems.
The politicians most of whom are uneducated themselves rely on their degree holding secretaries to do everything for them, while they show a happy face. The level of stupidity that is present among Indian politicians is staggering. How they function i don't know.In the case of the Noida murders.Due to the difference in ruling parties in Utter Pradesh and New Delhi,i believe that the UP government does not want to bow down to the whims and fancies of the ruling central government, which in this case the center suggested a CBI probe into the case. But Mullayam has strongly opposed it.Maybe out of pride, even dumb heads have pride surprisingly.
We are a Democratic !! If India wasn't ,do you think that the Indian tabloids or the media would slam the UP government and the police ? for such negligence. In dealing with the accused and the way the crime scene handled.
People were angry due to the delay in the Jessica Lal case,as Manu Sharma was getting away. But the public and the media made it possible to trail and sentence Manu.
Such is the way Indian democracy functions,it takes time, yes, but in the end,who can stop justice and certainly not the people who want justice. No one can suppress the voice of the people. And it will never be.There are many incidents that go unheard, but don't forget that the system itself is corrupted, but somehow its managed to stay alive, its the mystery about India, all that we see seems to be falling apart, but it doesn't.
Its the duty of ever citizen to find those loop holes in the system and bring it to public view.

In that sense, India is not at all a democratic country. For that matter, every country which believes in Capitalism, or Lazie Fair economy is not rather can not be a democratic country.
Opposite to this will be socialism or communism which is considered to be a synanymy of dictatorial rule by many when you speak of the theories. But in practice that is the realy democracy.
In that context, Your doubt is correct. India is not a democratic country. For that matter, The world's greatest democracy as considered by themselves, the United States of America, Great Britain all of them are not democratic countries.
The Capitalism has democracy and the people has the right to vote but the governence is inthe hands of the few Capitalists who are dominant and manipulate things in their favour and make the Government to lay rules and regulations convenient to them. For example a democratically elected Government of Mharashtra during Mr. Manohal Joshi's chief ministership took a decision to give tax holidays to those Automobile manufacturing companies in Maharashtra whose investment is over 1500 crore. This policy decision favoured the Tata Motors who started their venture in Aurangabad of Maharashtra.
The B.J.P. government although was democratically elected in Centre, took many decisions favouring Reliance Industries in Petrochemical and Telephone Industries.
On the other hand, a communistic Government makes the people to obey the rules and regulations to its strictest senses, and the freedom to manufacture and sell goods is vested with the Government only. Nobody is allowed to make private business and accumulate wealth. People are made to contribute their best and the country will compensate equally to everybody according to the availability and output of the country. Just because few individuals can not make money and get into monopoly, it is propogate and populated as Dictatorial society. Yes, it is Dictatorship, but Dictatorship by the people, the masses of the country. Hence, it is better to have Dictatorial society as long as the right to dictation is with the people than to have a democracy where the right to dictate is with few individuals, rich, and monied.
In that sense, India is not a democratic country. Not only that, even USA, Great Britain are not democratic country. But the erstwhile USSR (nor Russia), Checklosvia, Poland, even today, Cuba, are democratic countries.

During the cold war Indian politicians had rather a free hand to do what ever they and their kids wanted to do.[Look at the Human Rights Record of killings by the Police] if you look at the Sons of Politicians and their behavior[eg Ms.Lall case] it looks to me that they have no intentions to be civic .But my Friends if they do not change then they have to understand the civil war is probably waiting outside the door.

What does being a democracy have to do with it. You already know the problem, Corruption! Style of Gov. has nothing to do with it. Corruption can and does occur in all forms of Gov.
