Being nosey. But actually, here it's the law. For the safety of the cop and the people that have been pulled over, the law states that you have to slow down 20 mph under the speed limit if you stay in the lane closest to them. If you move over to the next lane so there is one lane between you and them, you can continue at speed limit. :)

You didn't mention the state you live in, but here in Texas IT'S THE LAW that you have to slow down to 20 mph below the speed limit whenever you see an emergency vehicle stopped with its lights flashing. You also need to move a lane over. Police cars can be included in the emergency vehicle category. I also agree other people may not want to get caught, but I think it is also a courtesy to the other people.

Either they want to stare at someone else getting a ticket, or they don't realize that the cop has to finish with the person that is pulled over before they can bust someone else (unless it's a emergency, can't just be to bust another speeder). I'm the exception to the rule, I slow down to see which one of my friends got pulled over this time.

Because they don't want to hit the officer giving the ticket for one thing. Could you just see that case with the prosecutor's office? The one who hits the cop doing his job would get burried. Next, they want the cop to think they are driving safely, but a block past the cop, they'll just punch it again. I've seen that happen a LOT.

You are suppose to. Also you are suppose to move into the farthest lane from the stopped vehicles, it is law !! But something few pay attention to is LAWS !!
