Universal draft means that in some point of their life EVERYONE fit for military service will serve in the military for several years.
For example in Russia every 18 year old male does 2 year stint in military.[1]
In Israel both men and women must serve in the military for some time[2]

A universal draft applies to everyone. The draft in the US was a selective draft. The government used a lottery to call only a certain number of men.
