im thinking about sort of like a credit card type except u pay maybe $30 and they put it in the card..
and u put it in your paypal or something and buy online things..
if there is, can u list me a store where they sell? like walmart, target, etc..
or is it coming out soon? please help!!

Green Dot has a program like that. I have used them my self. They work for a short time however make sure you read the fine print because they do charge a fee. You can reload them almost any where. They sell them at the mall in the Mall Help thing like in the center like the Mall service desk. And at Jewel-Osco and at your local bank I know they have them too! I havn't seem them at walmart or target, however.
These are really cool and useful! I got some/gave some for Christmas!

Mastercard has one available. It's refillable.....sort of like a secured card from a bank...but you don't get hit with all the fees.
