Well, depending on the age group you are refering to, it could be a number of things. I am assuming you mean young men so I will concentrate my answer on them - having been one myself.

Young men are not as mature as their female counterparts and don't really understand what makes a relationship work, or the importance of having one. A good woman is hard to find, and one who is trust worthy and loyal is worth her weight in gold. Many guys don't learn this lesson until that wonderful gal is long gone.

Young women use a relationship to shore up their self esteem, and is part of their social structure. Males do to an extent, but more that they can have or can get a girl, not keep her. This comes much later in life.

Young men also have a hard time talking to their friends about relationship issues, where girls do not have this stigma. Guys have trouble telling the world that they love a girl, and feel less manly even thinking about the subject. They most certainly can't tell their buds that they need a girl, for other than just romantic situations. A good gal can bring out the best in them - but they may not understand this.

Men are pretty fragile, maybe more so than you think. When cornered, they tend to run. Out of fear and out of confusion. They don't want to choose poorly, not realizing that if they meet someone who is good for them, they can iron out some problems and make a relationship work out of something that has potential. Gals go with the notion that if they find someone that has some good traits, they can change what isn't right.

Remember this though - people tend to hang around those who make them feel better about themselves, not make them feel like they are failing, or letting someone down. Males take very seriously that they are responsible of how well their families are doing, and if they are made feel like they are failing, well, then they get out.

Another thing that boys can't deal with is peer pressure. Now we all learn that who we choose to spend our life with has nothing to do with how good looking they are, but I'm afraid that a lot of males are afraid of little comments that perhaps jealous friends make.

I wish you luck in this very complicated subject and I am afraid there is no one answer, just be yourself and be open to learning and you will find the guy of your dreams. Don't settle for someone who doesn't respect who you are.
