Of course I do! I must remind you, it is very stereotypical to say that 'the blacks' wear their pants low, when in fact, both black and white are wearing baggy pants in all areas of the world.
To answer your question, the baggy-style originated in Goal due to the prisons rules (no belts) they had to walk around in baggy-pants. Once released, they became acustomed to the dress code in prison and now, it has become a fashion style of dressing here on the outside.

I don't know where you are from, but where I'm from, we don't refer to blacks as "the blacks," we don't ban things just because we don't like them, and we are used to seeing more white kids dress this way.
How is it disrespectful? You see less than you would on a woman wearing a bikini.

They don't know what a belt is! White kids do it also.
Don't anyone say fad, it's just plain stupidity and to draw attention. someone sees this they should be able to grab them from behind and jerk the pants up till the pants fit over the top of their head.

Or how they came to think undershirts ("wife beaters") were real shirts they could wear out in public?
I'm not too interested in anyone's rear, but if I could avoid sweatstained, hairy pits instead, I'd choose that.

It's just a fashion fad, for crying-out-loud! In my day we had bell bottoms and tie-dyed shirts, and our parents thought we were nuts.
Fads, and fashions, do change. Get with the times; no one is hurting you by the way they dress.

This style of dress is geered more towards teens(of all cultures) as opposed to a certain group of people.I've seen plenty whites and hispanics dressed this way also.

It is a copying of jail-culture.
In jail, they are not given tailored uniforms, it is "one size fits all" with the uniforms.
Therefore,
in many cases the uniforms do not fit properly and the pants sag.
Many people who left prison kept wearing their pants that way, creating the fad.
