I would like to thank everyone for their help. The answer is No for the City of Cleveland. You must sign up and get license and bonded.

In some areas you are required to have a lic. example is Cleveland, Oh. In Akron they only require you to sign up so they know who is providing sevices in their area. So you need to check with the cities that you will be offering your services in and go by their regs. It does make a company look more professional is they are lic., bonded, and insured.

Most contractors do need it... even if you didn't, it's smart for business to have all the licenses, certifications, etc that can show that you're credible to do business with.

Even better, put together a portfolio for neat works you may have done, or notable clients you've worked for. If not, you can put together a resume that will definitely put you ahead of competition.

Get a 1800 number from freedomvoice.com and a website from godaddy.com and you have yourself a very professional business.

Most states require a license for contractors to make it legal to work in the state. How can you provide insurance if you aren't licensed?
