rss is an xml based feed, that provides a number of links. That's about all there is to it. While it was initially designed for publishers to facilitate syndication of their online content (really simple syndication ie. rss) the simplicity of the concept has allowed rss to be used to provide syndication of all sorts of different content (podcasts for example). RSS aggregators are exactly what they sound like-- sites that aggrege the rss feeds of many different source publishers. For example, they may be rebundling up the feeds of 10 different websites who all have stories about Basketball.

It is an application used to find, store, and organize RSS feeds such as those produced by blogs, podcasts, and websites. These feeds are updated at regular intervals with new/updated content. The best example of this being a news feed from, say, CNN.com where they will put out the top stories on their news feed. Bloggers will use this to push out new content and the same goes for podcasts or any other type of media service that uses RSS feeds.
