Some parts are but most of it is in Asia, it is a huge country and only a little bit is in Europe. St Petersburg is in Europe. Russia stretches all the way from Europe to almost touchingthe west of Canada, only a small portion of water seperates Russia and Canada. Russia is the biggest country in the world. I think of it being Asian=, that's where most of it lies.
Here's the amount that is in Europe:

Mrs Thatcher said once that 'the rightful place of the Russians was in Western Europe' because they had more in common with Western Europe that the mid East.
Seems that lots of Russians have made their way to Europe since the break up of the Soviet Union - in Greece selling cigarettes on the street, in the UK running Mafioso type groups and other rackets in London and no doubt other cities and what about those x-Russian spies who now have British nationality?
I wonder how long it will be before Russia becomes a member of the 'European Union' or 'The Common Market' which was what we were advised to vote for in 1975! 'Good for Jobs and Good for the Economy' we were told!!
All that seems to have achieved is corruption in the bureaucratic systems of the EU, and crime, corruption and illegal immigration in certain spineless countries of the EU.

The part of the country west of the Ural Mountains is considered Europe and and the part to the East of those mountains is in Asia about 3/4 of the country is in Asia. Most of the people live in the European part and it's considered a European country for that reason.

Russia is the world's biggest country. Part of Russia [west of the Ural Mountains] is within Europe, the rest belongs to Asia.

Everything West of the Ural mountains is in Europe, so part of Russia is in Europe, and part is in Asia.
Culturally, Russia is European, and its population centers (e.g. Moscow/St. Petersburg) are in Europe.
Though technically Russia is European and Asian, I would classify Russia as far more European than Asian.
And yes it's not in the E.U.

Russia is politically and geographically both in europe and asia. The URAL mountain range acts as the boundary. Western russia, including moscow, is european. The majority of it from the ural mountains to the tip by alaska is asian.

I would argue that Russia is indeed European and a Western European nation with a generally shared culture and value system to that of the West.
I would further argue it is deserving of EU inclusion than Turkey.
