DVDs only burning at 1x?

I am using a Liteon DVD Burner (http://www.newegg.com/Product/Product.asp?Item=N82E16827106019) and HP DVD+R 16x Media. (http://www.geeks.com/details.asp?InvtId=DM00044XM&cpc=RECOM)

Media is capable of 16x as is the hardware, but it only burns at 1x..
Always at 1x.

Can anyone give me some advice?

Time for a faster computer. Your burner is fine, your computer is slow.

Use different software or change the settings on your current software. It's not a hardware problem.
