Personally I would drop this so called friend, she's very nasty. She may also be saying bad things about you behind your back too.
The other girl,obviously needs a good friend and as you say "she is sweet", she may have problems at home, and need a friend to talk to.
Maybe you might be able to talk and help her with her appearance, tactfully of course, if you start up a friendship with her.
But if you do make a friend of her,be a loyal one.

She sounds like she may be jealous of your friendship with the other girl. It also sounds very immature. People who put others down, have a very low self esteem. They need to bring others down, to feel better about themselves.
You should tell her that when you're with her you would appreciate if she wouldn't talk about any of your other friends. Reassure her that it's okay if she doesn't like your other friend, but not to say bad things about her. Every time she starts to bad mouth someone, stop her and remind her that you don't want to hear it. Be firm and let her know you will walk away if she continues. If she is a real friend, she will not want to lose you and your friendship. Sounds like she doesn't have many real friends. She is not going to take too many chances to lose a good friend.

I think you should tell her your only saying this stuff because your jealous of her and if she still keeps on going on about her tell her its not nice still doesn't gets the idea then don't hang out with them.
