I've always thought that government (at least in our country) ends up taking care of the consumables shared among the general public that, for whatever reason, private industry is unable to make a profit in. If a profit could be made in traditionally governmental functions like road maintenance, law enforcement, fire protection, garbage removal, etc., private industry would have taken it over already. And if those government services were only offered on a for-fee basis, the first time some rich guy who left his wallet at home and couldn't get a cop to come help him until he coughed up the dough, things would revert back to the government handling these type of things regardless of ability to pay pretty quickly, I'd guess.

First of all, health and utilities are private. And if roads and schools were solely private, we would be a third world country.
