Dark circles under the eyes are generally caused by prolonged dehydration.
Drink more water. Stay away public city water which contains a lot of chlorine. Buy and drink purified water if possible.
It won't do any good to suddenly drowned yourself. The circles will not disappear over night. It will take a few months of drinking 8 glasses of water a day, but they will eventually leave. You'll need to retrain yourself. It is worth the time and effort. Your skin will glow with health.
Reduce the amount of coffee you drink and stop drinking alcohol. Alcohol dehydrates the body.
Eat plenty of fruits and vegetables. Take a multivitamin and an extra vitamin E supplement. Eat some soy products like tofu or drink Silk brand soy milk. Get some exercise like walking.
Do not use oils or creams around your eyes at night. Let the skin breath when you sleep.
Use a concealer when you go out until you see results.
P.S. - I noticed you have a question about drinking Vodka in your Yahoo Answers history. That is a big NO NO if you want the circles to disappear.

Try a yellow color-correcting concealer, like from Physician's Formula or Prescriptives. Yellow is opposite purple on the color wheel, so the two colors kind of cancel each other out. The yellow concealer counteracts the purple under-eye circles. Then, put a regular matching foundation on over the yellow. Also, wear pink. It's almost universally flattering, and adds a rosy glow to the face. It doesn't really do anything about the dark circles, but it does make you look healthier and therefore the circles don't stand out in so much contrast. Hope this helps.

For a start, put a spoon in a fridge for a few minutes and then put it on your circles. Use concealer that matches your skin tone and if you use light or cream foundation, remember that your concealer has to be a tone lighter. But the most important - don't be frustrated. It's a part of your personality. You are pretty as much as you like and estimate yourself! Don't forget that!

I start by applying my foundation, then put consealer over the dark areas, try and get the foundation and consealer closest to your own skin tone. There is also a product called Sudden Change Under Eye Gel. There are others on the market as well. You just have to try and see what works best for you and your budget.

Wear concealer that matches your skin tone or somekind of blush that matches your tone. Or :
Slice one small piece off of a potato, and cut the slice in half. Put each slice under your eyes and leave them under your eyes for 20 minutes.
