Well, he obviously didn't mean it that way. As much as I dislike GWB, I have to concede it was just a slip up.

To be fair, you can't make the number of speeches, press conferences and question sessions that a head of state or government has to without there being a few gaffes. He has made more than the average though.....

In the second part of that quote, he is saying that our country never stops thinking about new ways that the enemy can harm our country and people, just as our enemy never stops thinking about new ways to hurt us. That's what he means by that. You need to reread it.

He's saying that we too never stop thinking about the cowards that want to harm us. I'm sure the left had a field day with taking it totally out of context.

I think what he meant was........that our enemies are consistantly trying to gain the better hand but, we, however, are always on the ball when it comes to developing defense techniques against them.

Put it this way: "My sister is always thinking of ways to steal my makeup, but I think about the ways she can steal it too so that when she tries...I'll be prepared".

I think he meant that we never stop thinking of ways THEY could harm us, so as to develop the right strategies. It just didn't come out so smooth.
