Paul is barefoot to symbolize that he is dead. You'll also notice that Lennon is the preacher, Ringo is the pallbearer, and George is the grave digger on the cover of Abbey Road. The reason they came up with this concept is that there was a rumor that Paul died before the album came out. Also on the cover of Sergeant Pepper's Lonely Hearts Club Band, there is a hand over Paul's head....that is also to symbolize that he is dead.

I'm not sure of the real reason, if there is one, but many people counted it as one of many rumors and "signs" that Paul McCartney was dead:
The front cover of Abbey Road is said to be a representation of Paul's funeral procession. Lennon is the clergyman or priest (sometimes interpreted as God) (dressed in white), Starr the funeral director, mourner (in black), or pall bearer (formally dressed), McCartney represents the corpse (bare feet, closed eyes, holding a cigarette or "coffin nail", and walking out of step with the others), and Harrison the grave digger (denim working clothes). Additionally, McCartney's cigarette is in his right hand; the "real" Paul is left-handed. However, smokers don't necessarily hold cigarettes in their dominant hands. Most likely he held the cigarette in the right hand so it could be seen. Also, the pavement behind them is in shadow and the one in front is in sunlight, an allusion to Paul's ascension to heaven by 'crossing into the light'.

he's out of step with the different 3 too. he's also conserving a cigarette in his good hand even inspite of the indisputable fact that he's left handed and the registration number plate on the VW malicious program says 28IF. Had Paul lived it would want to were his 28th birthday. merely including to the idea.

so that for decades afterwards people would remember and keep talkign about the rumours and theories of pauls death.thereby keeping up the bands fan base, keeping their name famous even after death and keeping the over thinking, conspiracy loving populations of the world intruiged. It keeps hem alive because it doesnt really matter if he did die or not, human curiosity means that we all just wanna know simply for the point of it. Its kinda like what Cher has been pickled in to stay a vampire vs real age, you just wanna know

That was supposedly one of many clues that "Paul is dead". Sgt Pepper's Lonely Hearts Club Band has tons of other references to Paul's "death" as well. If you're interested in reading up on it, wikipedia has an article explaining it and there have been several books written with all of the lyrics and symbolism in the album art alluding to Paul's death.

There are many different theories about this, and that's actually the correct answer. They did it so that the theorists would have something to theorize about. It has no meaning, at least none that they ever talked about. You're free to interpret it however you wish, if you wish. I prefer to listen to the great music on that album.

The strap on his sandals broke just before the photo was shot? In some of the other photos taken at the same time, he has his sandals on.

Paul said that it was a hot day and he just wanted to be barefoot.
