Russian tortoises are pretty tricky- no two people agree on the right care for them- it is even hard to find agreement for temps and humidity levels!
Bubbling breathing is some type of Respiratory Infection (RI), which can include pneumonia. We usually treat this with either a vet vist, or home care that includes warmer temps (aim for temps around 90F in the warm end, 70F in the low end, and about 10 degrees cooler at night. Night temp drops appear to be important for this species.

Reddish droppings are fairly common- but if they are bright red/bloody, it is a concern worth seeing a vet for!
A lot of people say Russians are easy pets, but my experience and research suggests that we have not yet figured out the right formula to ensure that they are healthy and happy in captivity.

Sounds like pneumonia,and the red waste could be from worms.You need to take it to a vet right away for antibiotics and dewormer or it will die.

What types of food are u feeding her? I highly recommend taking her to a veterinarian who specializes in reptiles! Good luck with her.
