is it usual not to see the tub fill with water? I know they use less water and the clothes are getting soaked-but I never see any excess water

I assume you have one of the front loading washers? In that case, no you don't usually see water unless you wash a really small load. I have one, and I seldom if ever see the water. It pools in the bottom where the clothes all cover it usually. But it sure does use less water and soap, and it seems to get the whites cleaner as well. My kids suds locked ours, and I drained three gallons out before I could spin in down- so it does use water, I can tell you that for sure.
