Since the Superbowl advertizers pay millions to reach as many people as possible, the show is always carried on over-the-air stations locally, you can hook up rabbit ears to your TV and probably pull in a FOX, CBS, ABC, NBC affiliate near you.
The cable company has to carry the signal of local stations AND has to offer a basic, low cost monthly rate to those places like apartment buildings that used to have a community antenna shared by all residents. These antennas were taken down years ago so the cable companies could use the wires that existed inside the buildings. So they had to offer everyone an alternative to an outdoor antenna at a low rate, which is what BASIC cable is.

I work for a cable co. and the NFL wants the superbowl to be a PPV event. So enjoy it now.

Of course. You could watch it if you only had an antenna. It comes on the local channels like NBC, CBS, FOX, etc.
