I am interested in getting a law passed in Massachusetts which would ban the practice of consumer rebates. Many of us feel they are getting out of control and we do not like having to tie our money up until we receive the rebate of which somtimes we do not get back. There fore the rebate amount should be given at the time of the sale. So the question is how and what would it take to get such a law passed?

You need to find a sponsor from your state congress. You could try to get a consumer protection group in your area to help you put the proposal together and lobby for it.

If you as individuals, find a sponsor, you will have to help pass it by lobbying. It helps to have a petition and signatures. I don't know whether you can get this through there or not. Do you know about other state laws prohibiting rebates? You should research that by looking up the various state consumer laws. It's time consuming, but the more information you have up front the less the later possible costs . Good luck! Lots of people like rebates

the rebates are offered because we hardly ever send them in only 2% actually get processed.thats why they offer them.I am with you on that rebates should be given at time of sale .talk to your congressman ,but beware rebates will be folded way back if a bill passes.

Same as any other law - get one or more legislators to propose a bill, and hope it passes.

Or, in Massachusetts, shop a contrived lawsuit to a sympathetic judge and get your law created by the bench.
