have you tried floor wax and a floor waxer? Thats what they do in hospitals and schools to shine their vinyl flooring. In a home you can apply the wax by hand and rub it off, but it is messy that way and time consuming. I'd rent or borrow a floor waxer.

I like the cleaner and wax in one. I have a cheap one right now so it isn't bring it up as shiny, I usually use something like mop and glow I think it is called.
If you want a good shine it usually helps to clean it really well with something strong or with bleach in it to take off residual polish. Start fresh and clean. I want to start again on my kitchen floor, I did it in the summer after we moved in, but I have a husband who spills and doesn't notice it, ever, so the floor never stays clean. The same in the bathroom. A previous person here was a smoker and it wasn't painted before we moved in so the tar runs downt he bathroom walls and sits on the floor at the bottom of the wall and looks disgusting, I have already scrubbed it with mr clean but it is coming through again.

Future brand floor polish is the easiest and cheapest way to go, but it will have to be recoated every six months or so to stay shiny, and you can't use any ammonia based cleaners on it, or it will go all cloudy.
