in photoshop, if you turned an image into .jpeg format (from .pict format) can one only open the image to view it if they have photoshop? If so, how can I adjust it so that anyone can view it even if they do not have photoshop?

Just reading the info you gave in your additional details, it looks like you have photoshop selected as your default viewer for the jpeg file type. You can change that easily. Personally, I use Internet Explorer to view photos, so follow these steps to correct your problem:
Open My Computer (located on your desktop)
Click on Tools, Folder Options, File Types.
Scroll down the list till you see .jpg or .jpeg.
click on the file type & you'll see 'details for jpeg extension' in the box below. It will probably say photoshop.
Click 'Change', then scroll down till you see internet explorer.
Select it, then click OK.
Your jpeg pictures will now open in internet explorer instead of photoshop.
Hope this is what you're looking for.

An image in JPG format should be viewable on any platform by a browser or image viewer. There are a few things to try:
1) Make sure to convert the image to RGB mode for viewing on the computer. Photoshop allows images to be saved in several modes, including CMYK for print which you can't view in browsers and some image viewers.
2) Saving the image as a "standard" JPG may be more universally viewable. Also make sure the file name has the .jpg suffix, or some software won't recognize that it's an image.
That's all I can think of.

What you want to do is convert your file into a .JPG, it sounds like you are just renaming the file to JPEG, thus other peopel cannot view it because it is still in PICT format.
You can do this easily change it to JPG by opening your image in Photoshop, then..
Click File
Click Save As
Use the drop down menu to select ".JPG" as the type, then save your file as FileName.jpg
This should allow anyone with a computer, webrowser..or whatever to view the image. It will also allow you to pick what compression you want to use as well so that it is not too big.
I also suggest you resize your image as well. You can also easily do this by opening your image in photoshop...
Click Resize Image
Select 50%, or whatever size you want to resize it too.
Then save using the above instructions. This will drastically reduce the image size, so that when you send it to people it won't take up as much space =D

Jpg/jpeg - same difference. Photoshop is just your default photo application. If you want to view it in something else, open that program and then open the image from the file menu.

if you saved it as a jpeg anyone should be able to view it using the general windows picture viewer or any other picture program. the only way you need photoshop to view a picture is if you saved it as a photoshop file.

Any program can read jpegs created by any other program. The photoshop-exclusive format is .psd, but some programs like the GIMP can read those too.

no JPEG is JPEG. Make sure you save it as that, and anyone can read it. If you save it as psd you will need photoshop.
