if it's with the right person, sometimes it can be one of the most intimate things. knowing someone so well that you don't have to utter a word...that's beautiful.

Silence is the best thing...if you can remain silent when you are with someone it means that you are comfortable and don't feel the need to talk. You have reached a great level of intimacy where words are no longer required to feel good.

It depends on the situation, but usually silence can be good because you can say plenty of things in silence with your eyes and gestures then you can say with words.
