apart from entering keywords in google or clicking on the links sections of sites or portals I like? I think I need “collaborative filtering technologies” i.e. recommendations based on the recommendations of thousands of other users.

I use Firefox as my web browser. It has an add-on called Stumble-Upon. You can set preferences as to what you like and dislike, and then every time you click the "Stumble" button it randomly brings you to a new website.

Why not build a website that interests you and will interest others. The search engines have websites at the top called page rank and these are the most popular.

Depends on what you like to find on the web. Blogs are a good start...for the offbeat, try www.fark.com...as long as you're not easily offended. :)
