Clinton pardoned about 150 felons. Most were drug dealers and gang leaders, but some were on the FBI's most wanted list.
So apparently they can pardon anyone and everyone who coughs up the dough.

Impeachment it the only case that a President can not pardon. The President can also pardon him/herself assuming they were not impeached.
