I think it's going to depend on the kid. Some kids can handle several hours a day with no negative consequences. When I was young, it wasn't uncommon for me to watch 4 or 5 hours a night some weeks, and I've turned out all right. In fact, I watch maybe 1 or two hours a week now.
Of course, I also kept up with my schoolwork and chores, and was never a very social person to begin with. If the tv watching is getting in the way of the child's education or is making them lazy, then the tv watching should be limited. Likewise if they are having nightmares or behavioral problems related to what they see on the tube.
But as long as the kid is otherwise healthy and happy, I don't think 2-3 hours a day is bad.
As for adults, as long as it doesn't interfere with the rest of their life, they should watch as much as they want. They are adults after all, and capable of spending their time as they choose.

I watch if i am lucky 1-2 hours a day more like 10 hours a week. mostly football games, OSU is in the playoffs,
so kids should not watch more than 10 hours a week
they also play games and that will add in extra time.
homework should take about 10-15 hours a week.

When it interferes with life, it is too much.
When you find yourself not going out, or playing with your kids, or talking to friends and family because your shows are on, it is too much.
When the people on television become more important that the people you know, it is too much.
When you make people be quiet even during the commercials, it is too much.
When you time your meals/showers/conversation in the few minutes between one show and the next, it is too much.
