You can always get those tattoo removing laser treatments if you want it to last. Also there are couple of makeup where it doesn't rub off on white dress so I would ask a makeup artist where ur getting ur makeup done. I think I might have good news...um This grl had the same problem and here is the website where her problem was solved...

Hi. My name is Amy. I just ordered your product, Tattoo Cover Kit. When I first saw the ad in the modern bride magazine, I thought, hey let's take a look. Then when I checked out your web site, I thought the video looked too good to be true. I procrastinated buying the product, to be completely honest.
I thought, why spend $30 bucks on something that would probably not work. I went to a local mall and into a department store that my bridal consultant told me to check out. They pointed me to a product called Derma Blend. THANK GOD they had testers. They were selling a 2.4 oz bottle for almost $60. My mom tried some on my tattoo, and it would not even cover it up a little bit. Then we ended up mixing shades, and I actually looked multi colored. Finally we wanted to see if it were true that it was smudge and water proof. Guess What?! NO! It wasn't. It rubbed off right on our hands. I thought, "Ummm, no way am I going to let this crap rub on my WHITE wedding dress." I was so upset!
I came home, and I thought, "All I have to loose is $35." I ordered it as soon as I got home. Everyday I checked the mail excited and nervous that it would be here. 4 days later I get it in the mail. I immediately opened it up and gave it a test run. AMAZED isn't even the word to describe how I feel. Mind you, my tattoo is huge and it is done in shades of black and dark blue. It is a really big fairy. I tried it on half the tattoo, and it was literally gone! Nothing there!! "I thought that's great, let's see if it'll rub off." I didn't want to get over excited because I figured it would smudge and ruin my dress- so why bother getting carried away... Well what do you know, I took a white napkin and tried to wipe the stuff off and NOTHING was on the napkin. A WHITE NAPKIN!! I was so happy! My mom then told me to hold on because we want to see if it is waterproof... We took that same piece of napkin and soaked it with water. We rubbed it on my shoulder and again, Nothing came on the napkin. We started to try to take off the makeup and it was so hard that my shoulder ended up getting red. So even with the force of trying to get it off, it wouldn't come off easily. It wouldn't come off until we put some soap on it, and rubbed it off, and it just simply came off... My mom was even more happy than I was.
Now I get to wear a white dress and show off my shoulder blades without worrying what people might say. I love my tattoos, but it is my family that is forcing me to cover them up. Our church does not allow body modification, so my mother made it clear that unless I can cover them up, I have to wear a dress that covers everything up. Also, my father doesn't even know that I have any tattoos. Going dress shopping was hell since all of the styles right now are strapless, tube tops, or halter top. I finally found the perfect dress, but needed the covering.
I am so glad that I swallowed my pride and decided to go with your product. It is seriously amazing! I have a tattoo on each of my shoulder blades, and I need to cover them both up. I will most likely buy another kit just in case. I am so happy with the Tattoo Cover Kit.
Thank you guys so much for not false advertising. I thought it was hopeless but I am so grateful that it exists. Now I can look and feel comfortable and beautiful without worrying about ruining my very expensive dress. I love this!

Oh well, wear you're dress. Everyone at the wedding will probably know you anyways right? Than they should know that you have a tattoo on you're chest....
Or you could also hope that the dress is thick enough where the tattoo won't show:)

Just wear a dress thick enough and that covers that area of your chest. Not sure what else you could do.

White wedding dresses come in all styles and fabrics --- why not just get one that isn't low-cut and is made of fabric thick enough so that the tatoo won't show through.

I read about some flesh colored latex stuff that circus performers wear to cover their tattoos. I don't remember what it's called, but I'm sure you can google it.

It works really well, I've used it before, and it doesn't come off with normal wear. You have to actually try to get it off. Like showering, or using a loofah.
