To be a seller on e-bay do you just pay insertion or final fees or is there a monthly/yearly fee on top of that? If there is how often do you pay it?

You'll pay an insertion fee according to what you start your item at, and a final value fee based on how much the final bid is.

There is no monthly or yearly fee to sell as a normal seller (they do offer "stores" that they charge monthly for, but this is only for big volume sellers).

They do charge for just about every little addition you can make to the listing, but they allow you to post one pic for free with your listing (any more is an extra charge per pic). At the end of this month, they will be increasing their fees again on items listed for $1.00 to $9.99 ($.40, up from $.35)

You will have to give more information to sign up for selling than for just buying, like providing a valid credit card number.

Only Insertion and Final Value Fees. No monthly/yearly fees at all.

You will pay insertion and final value fees and also if you accept paypal (which you should to increase bids) you will lose a percentage to that as well. There are no yearly or monthly fees.
