Alright, basically I want to know if alternating current applied to an electromagnetic coil near a magnetic field pulsing at the same frequency will boost the magnetic field more than the electromagnet alone would. Also, would an alternating magnetic field, when spun fast enough, create a slight repelling force?

Your premise makes perfect, logical sense to me.
In phase - increased.
180 degrees out - decreased.

Depending on the poles of the two magnetic fields - if they are lined up - YES - if they are opposite - NO...
