You should let any engine warm up a little before operating at higher speeds, But at that temperature, I would leave it shut off and stay in the house.

Sure, giving it 3 or so minutes at a high idle,before putting a load on the engine will help it last longer.

definitely ! that is an amazingly cold temperature to be moving around in , you had better be bundled up good too , also when you start moving go slow at first ,things are very brittle at that temperature
