To the best of my knowledge, every member of the Baseball Writers Association of America (BBWAA) is sent a HOF ballot every year. You do have to be among the "ink-stained wretches" (writers, not broadcasters) to be a BBWAA member.

This is unlike the end-of-season awards such as the MVP, Cy Young, etc. In those cases, ballots for each of the awards are sent to two of the senior writiers in each MLB city in the given leagues. But no one writer in a city will be sent a ballot for more than one of the annual awards in any given year.

Like all other votes of any type, these are confidential. You will only find out whether or not any given writer voted for any particular eligible player if that writer admits it.

Voters are any member of the Baseball Writers Association of America (BBWAA) that have at least 10 years experience covering the sport. Their web site is below, but it doesn't have a membership directory available to non-members. Also, the voting is by secret ballot and the BBWAA releases only vote totals, not who voted for which candidate.
