Where might I find written information as to whether it is "legal" to keep a horse pastured without access to shelter all year.

no. I live in Ohio and took a course in Veterinary Terminology and Law. I'm also a farm girl. In Ohio, animals are viewed as property, so the laws are a little lax in some places. However, there are ways around this. Look to see if you have a chapter of the ASPCA in your area and contact them. If not, I can guarantee that if there are horses, there is a tac shop or feed supply store that can give you the number to the closest vet that treats horses. Call that vet, they will let you know what to do from there.

Also, call your city officials. there are some specific zoneing requirements for farm animals that may play into this.

if it helps, I said I was a farm girl...actually had a man near me go to jail for animal cruelty for his pony and cows. There is a good chance that if someone is skimping on care, there are carcases around...and the EPA doesn't play around with that.

However, three sided make shift sheds are legal in Ohio...but cruelty can still be established.

Yes there r specifications to keep a horse pastured. The aspca can help u w/any quest? If horse has age it needs a blanket & insect repel for summer.
