First, decide what you want to be smart at, what subjects? What areas. Very few, if any, can be smart about everything. Do you want to memorize baseball scores? Do you want to know the names of flowers native to your area? Do you want to understand astrophysics?
Second, realize that "smart" means more than just the accumulations of facts. It includes such things as how things, and systems and people work. It includes the connections between things.
Third, yes do read, in those areas you picked. But don't just put in time reading: Think about what you read. Read a portion, a few pages, a chapter, then put the book down and think about it. What did I just read? Do I agree? Does it relate to other things I know?
Fourth, make it your goal to be a lifelong learner.
Fifth, get curious about everything, ask questions, carry a notepad and take notes. Start a journal, buy a nice book and write in it everyday, your feelings, your experiences and what you have been learning.
Sixth, realize that being smart isn't everything, nor does it guarantee happiness. So think about what your really want from life, and then go for it!
Seventh, relax, it's not that hard!
P.S. You're not the dumbest person on earth. For one thing, you smart enough to ask how to get smarter!

There's no way for you to get smarter from what you were born with. However, there is a way to acquire and keep more knowledge. The first thing is to GET OFF THE INTERNET. You will meet and see too many people with typing that is just horrible. On average, mediocre.

The best way to start is to figure out what kind of learner you are. Each person has a different way of learning (reading, doing, listening, teaching, seeing, feeling, etc.). Pick one of the ways and start doing it... Try all of them and maybe you'll find one that fits you.

Go out in your yard and pick up all the little brown smart pills that the rabbits leave behind. Take 2 of these pills orally every day. When you finally figure out that they taste like s**t, you will have gotten smarter.

Focus on learning many different subjects. Keep learning on deeper levels of whatever interest you the most. Listen to others. Acquire confidence and project that to others as you learn. Know in your heart that you ARE smart and you will become what you believe. Be patient with yourself in the process. ...I once thought the same way you do. Now others, as well as myself, see me as intelligent. Good luck!

Some of these might work - maybe you already do these things...

seriously, pay attention to your diet and exercise
quit smoking and drinking
get enough sleep
get fresh air every day
drink enough water
turn off TV, shut off cable
get a library card, and go to the library every week

exercise, reading, watching discover channel instead of ren and stimpy ,listening when people tell you things, studying, umm, mostly reading books, not romance novels but books about hings that really happened, or science books, or books about animals! good luck!

first you need to have the WANT to be better. the want to better yourself. next, you need to know WHAT to better. be aware of your shortcomings. then see HOW you can improve it: i'd say watch news, talk to others and read more. and learn more abt yourself. examine yourself. spend some time alone. it all works.
