In the days of the robber barons, when a few controlled rail, steel, news, and coal etc. the thieves were easy to find,because they hoarded their wealth in banks. Now, the money is in a constant flow, each thief takes a chunk, and the money moves along, always to the same circle of thieves. They are a self sustaining cabal.

Of course wages are paid to military personnel and there is the purchase of weapons of all sorts that creates jobs in the military industrial complex.
