The Security Center is just an interface that allows you to configure some settings of Windows Update, your firewall and your anti-virus program and warns you if any of them is not set up securely enough. It does not provide any protection by itself.

You should have an antivirus and a firewall. The best free firewall that I know of is Zonealarm free. You can get it at download.com.
The best free antivirus I know of is either AVG free or Avira. I believe both of those are on download.com as well. With that combination you should be pretty well protected. You can also add a spy remover like spybot if you wish.

Anti virus is just virus protection. Security suite is a combination of anti virus, anti spam, firewall, and spyware protection. Naturally, security system is better...but costs more, also.
