Well, theres a software called Acronis Migrate Easy, but its intended to migrate from one hardrive to a newer hardrive in the same machine.
Forget the USB cable, its not meant for connecting 2 PCs together. the USB is to connect the USB host to a USB device. There are however, special USB cables that are meant to create a home network in between 2 machines, but the cable is a network interface with 2 usb points.
You'll better make the easier and cheaper alternative, that is to buy a crossed network cable (preferably cat5 category and up, for speed reason) and connect the old pc to the new one.
Setting up a home network under windows should be fairly easy. Once its done, just set the harddrives to share, so you can copy and paste the desired files from one machine to the other.
2 things to take into account:
1)Windows XP don't like to be migrated from one machine to another unless they have identical motherboard chipset. You'll better keep the windows that comes with the new machine.
2)You usually can't copy and paste the applications on the new machine. You need to reinstall them, as most apps do mayor modifications to windows itself, that cant be made with just copy and paste, which means that if you do that, most apps wont work
Also, burning into rewritable DVDs could also be a good way if you want to avoid setting a homenetwork

You don't have to spend anything at all if you are already hooked up to a router. IF you have an extra ethernet cord then hook your new computer up to your router and share out the files. Right click and Sharing and Security will show up in your right-click menu. When you click Sharing and security (on the file that contains all your music) then you can click share with... and your other computer should show up on a list in your network connections -> workgroup computers file. Do this for all the groups of files you wish to move.

I used PCMover last time. I doubt there are any "fast" ways to do it... go for acurate and complete.
