I have read somewhere that in 1901 Leo Tolstoy was nominated to win the Nobel Prize for Literature, but he didn't. I don't know why.

Probably for the same reason that José Luis Borges didn't win the Nobel Price in 1971 and Pablo Neruda did...

If you get nominated for a Nobel Price, it already means that you are top of the league.
In 1901, Sully Prudhomme won. Because the jury thought he deserved it more. (He was really famous and well-respected at that time in Europe...)
As simple as that.

Because Sully Prudhomme won it instead.
