I believe they have to have you legally evicted first but I am not 100% on that. Call your local sheriff's department and ask them. They should know the laws for your area.

No. It's illegal. During the process of eviction, the landlord cannot change the locks or padlocks of a property. Also, if your rent includes utilities, the landlord cannot turn shut them off, if they do, while the case is pending, you must contact the court and let them know about this.
Also a little advice, if the utilities are included in the rent, and are shut down, pay them, even if you are not the account holder, keep the receipts, when the court date comes, show them as proof, the judge will grant you the judgment and a period of time rent-free.

In the majority of US states no they cannot unless their has been some formal procedure with the courts. Check with your local police dept. But I believe their are some states out there that still allow this to happen. Good Luck and get more information.

Depends upon the State. In California if u have been there less than a year, they have to give you 30 days. More than a year 60 days. They also have to inform you in writing.

It probably depends on the landlord/tenant laws in the city/state where you live.

definitely not Kelly, they must get an unlawful detainer action against you from the courts.
call the sheriff, Marshall or police in your area and they'll get you back in.
file federal charges against the LL and he'll be paying until the cows come home.
