I am building a box for my Grandmother to get up into her stairchair. I need help with what kind of material to put on the top where she will push with her feet.

They sell a non-slip tape that has a pretty good grit on the top side. Used mainly for stair treads. Check Home Depot or Lowes. Failing that, check a good auto parts store that caters to the bodyshop trade. 3M makes it.

The item you're looking for is SAFETY WALK tape made by 3M. This product is similar to the material used on the surface of skateboards. It comes in several widths. You should be able to find it at most home improvement stores like Lowe's or Home Depot. It will be located in the adhesive/tape section near the painting supply area. Also, if the box you're building is not a permanent fixture and will be mobile, rubber feet on the bottom of the box would be a good idea too.

I am thinking you are going to paint the box you are building her with either paint or a clear finish such as polyurathane and I am also thinking you want a good job but you want to do it as cheap as possible.
Take a bucket and go to the ready mix concrete plant nearest you, and they sell sand for mixing mortor.
They will give you what you will need for free because all you need is a good handfull. You could also go to a creek to get it but you would need to pick out the larger stones before using it.
Before you paint the top of it, put the sand on an old cokkie sheet or even heavy aluminum foil, and put it in the oven and set it on warm. You aren't trying to cook it, just get all the moisture out of it.
Leave it in there for maybe an hour or so. Long enough you feel sure it is completely dry. Before you take it out, put down a really heavy coat. It doesn't matter what it looks like but make sure it is a heavy coat and then spread the sand out over the whole thing. .
Put a glove on and spread it out as evenly as you can while it is still really warm.
You can paint the rest of it before or after you put this on, but I prefer to do the rest of it after I have put this on and I put another light coat on top of the sand after it has dried good, then I just take some sand paper and knock the top of the paint off do the sand gives you the gripping surface. . .
I have done this on several ramps I have built for people and everyone has loved them.
The bigget thing is to build it so you know your mother doesn't fall.

you could use an emery cloth sand paper and use contact cement on both surfaces. cut the emery cloth to fit and let the contact cement dry on both surfaces before bonding them together. those are two item I always have on hand and have used it on steps and other non slip surfaces. It will not hold up outdoors, and will eventually need to be redone when the grit smooths out. there is also a spray that is similar to what they put in the back of pick ups. I like the other suggestions that have been posted better than this answer.

I've had alot of success making a non-slip surface with paint &sand First give the surface one coat of paint.while it;s still wet sprinkle dry 80 grit sand on it. allow the paint to dry & brush all the loose sand off Next , give it another coat of paint over the sand.
