Latin ...being from Latin American countries or descendant of those from Latin American countries.
Hispanic...Having a history of Spanish blood...regardless of the
country you were born in. You could be born in France.
So sometimes it is the same and other times it is not.
Very interesting question.

it depend what you are referring to. My mom was a Latin teacher, which means she taught the language that was created in ancient Rome and is the root of most languages.
Then there is the word Latin that means Latino, or hispanic. As far as I know this refers to people who have a hispanic heritage, or are from any country in South or Central America, or even from Spain itself.
So I think the answer to your question is yes, unless you are referring to the dead language of Latin.

Hispanic (at least how I understand it) is just a term that encompasses people who are either here legally or illegally from Mexico.

Latin or Latino is suppose to encompass all from the Latin countries.

There are 20 of them. To name a few...

Cuba
Mexico
Brazil
And so on and so on.

At least that is how I have understood this.

No, Latino and Hispanic are not synonymous.

The word "Latin" comes to us from a tribe in early Italy called the Latins. The Latins lived in Latium whose capital city was Rome. Their language was called Latin. As Rome's Empire grew their language, Latin, spread throughout the Roman Empire later evolving into several "Romance" languages; Italian, Spanish, Portuguese, and French. People from these countries are referred to as Latin, their language is derived from "Latin". These languages are very similar as the word for cave in Spanish is "cueva", in Portuguese is "cova", in Italian is "cava". Hispanic comes from cultures diriving from Spain.
