A kazoo is not really classified as an instrument in the sense that it is neither a cordophone, (strings) membranophone, (drums such as snare and timpani) ideophone, (other percussion instruments such as bells) or aerophone (wind and brass instruments.)

Traditionally, in order to produce sound on a kazoo, one must hum through an opening on one end. The sound vibration and air passing through the kazoo impact on a sheet of tissue paper to cause the "buzz-like" sound.

Technically speaking, the kazoo is the same type of instrument as the human voice with an acoustical modification and although the voice is sometimes referred to as an "instrument," (since it is the naturally occuring method of musical production) it is generally not considered an instrument in the constructed sense.

it is a wind insturment that is really a toy and looks almost like a backwards crack pipe
