whenever its on my router it changes to a static ip that never changes

It depends to you, you can manually assign the IP address for your router but usually router has default IP address like 192.168.0.1. If you are using your router to share your Internet connection to other Pc's in your network, for example you have DSL connection the IP address that provided to you by your Internet Provider, which most probably you will assign to your router, is the PUblic IP Address, in other words the IP address that is provided by your Internet Provider is the public IP address so if you assign the IP address provided to you by your INternet Provider into your router then that is the time when your router has a Public IP Address.

A router has two sides to it. A LAN and a WAN...depending on the manufacturer of the router the lan ip can vary but it IS configured out of the box. The WAN ip however is provided by your ISP and can be either static(doesn't change) or dynamic (changes based a lease). Typically home users get dynamic ip's because they don't need to run servers or machines of that sort that require the ip to stay the same. The WAN ip (in your case) address is considered a PUBLIC address because it is what other people will see when you connect to the internet. The LAN address on the other hand is private and in most cases is not seen by the public. Hope that answers your question.

its not a public ip, its a dynamic ip.
