Not safe: Near fire, or if you cant swim.

Safe: away from fire, or if you're a duck

and for accuracies sake, water is two hydrogen to one oxygen. And its not a rough ratio, it is absolutely exact.

As a mixture of hydrogen and oxygen gases, (approx 2 parts hydrogen to one oxygen) then they are NOT safe near flames. Safe enough I suppose if they weren't near flames. But if you ignite the mixture, you get a big bang and a little water formed.

Hydrogen and oxygen are NOT safe mixed together.
Hydrogen will burn when ignited in oxygen to form water. This is done under normal gas(air) pressure. If the pressure is increased the mixture when ignited will EXPLODE.
Hydrogen and oxygen are the fuels used to launch rockets into space.

if you mix hydrogen 2 parts and oxygen 1 part you would have water but if you get a test tube of oxygen and light a match it would pop and if you light the match then blow it out and put it into the test tube it would relight it hope this answers your question

they are never "safe " together. in certain proportions they burn...in othe proportions the both explode with a vigour which as to be see to be believed.

hydrogen is the most explosive gas, and oxygen the perfect catalyst and oxidising agent... hydrogen mixed with oxygen is what lets deep divers dive deeply it burns so hot, its used for gas axing girders... and thankfully its all regulated and sealed, only mixing in the gas nozzle or the combustion chamber prior to detonation....

2 part Hydrogen and 2 part Oxygen creates water.
They are not safe to be mixed with flame because can cause reaction to become acid.

Near flames!

they can never really be regarded as safe when mixed, as even unignited they will slowly react, releasing heat, potentially raising the temperature sufficiently to cause explosion. They also react faster in sunlight - which can trigger spontaneous explosion
